l am from Canada and our libraries are very cool. You pay a small fee a year and you can order books over the library from one branch and they will be delivered the branch you want and you can pick them up there...is it like that in London?

You can in London, per 'borough' - I live in Tower Hamlets and can borrow a book from my nearest library and return it to the one near to my office, which is also in Tower Hamlets; however I can not return it to a library in Newham (the next-door borough) or Hammersmith (the other side of London), for example.
Yes, you can take out books from one library and return them to another. If you want to order a book to be delivered to another branch you have to pay a small fee per book - I think about ninety pence.
